In response to an inquiry from Sen. Leticia Ramos-Shahani, then UP President Emil Q. Javier constituted a triad committee to review the unresolved attachment of the UPFC to the CMC. The committee was chaired by Prof. Merlin Magallona, with Prof. Angela Sarile and Prof. Efren Abaya as members.

The DFAVC curricular revision was approved. The revision included institution of new courses, abolition of old ones, and changes in courses (i.e. numbers, titles, descriptions, and prerequisites)

The committee formally recommended the merger of the UPFC and the Department of Film and Audio-Visual Communication (DFAVC) of the CMC

During the 1079th BOR meeting, implementation (merger) was deferred due to a proposal to establish a separate Film Academy (to be called Academy of Cinematic Arts and Technology, or ACINETEC) by Virginia Moreno

The CMC Executive Board submitted a letter to the BOR expressing support for the merger and opposing the ACINETEC proposal

Then Vice-Chancellor for Academic Affairs Amaryllis Torres convened a meeting with UPFC and CMC faculty to discuss the formation of a UP Film Institute. Subsequent meetings were halted by President Javier, pending BOR action on the proposed ACINETEC. As Board records show, the BOR never discussed the new proposal and the merger was quietly buried
January 1996
Chancellor Roger Posadas created the Transition Committee for the UPFI, tasked with drafting merger implementation guidelines. It was chaired by Amaryllis Torres, with members Luis Teodoro, Ellen Paglinauan, Virginia Dandan, and Anthony Juan. Despite this, the guidelines were not deliberated by the BOR for seven years, and the ACINETEC proposal likewise remained unassessed since 1994

UPFC obtained its CILECT Full Membership

During its 1169th meeting, the BOR approved with finality its 1994 resolution to merge the UPFC and DFAVC, formally creating the UP Film Institute (UPFI)

The BA FAVC was renamed BA Film and its curriculum was revised, turning several elective courses into core courses as well as creating new ones. The current and new courses were also streamlined to avoid overlapping requirements
